Land Acquisition Manager

NOTE: This position will be on a hybrid set-up and will report to the office location in Sto. Tomas, Batangas.


First Philippine Industrial Park is looking for a Land Acquisition Manager who will lead the department on the following: land acquisition transactions, the titling process, the conversion process, Philippine Economic Zone Authority (PEZA) applications covering various properties (land and building)  presidential proclamations, applications with the LGU’s on reclassification and development permits, and applications with the DHSUD leading to the issuance of a License to Sell, the consolidation and/or subdivision of lots as required by various projects being undertaken by both FPIP and FPH.

What you'll be doing:
Land Acquisition
  • Supervises the team dealing with inspecting and assessing lands for acquisition, both private and or owned by the government or its related agencies;

  • Does due diligence work over properties for acquisition by going through documentation for any claims, and liens, to negotiate and mediate, if needed, property settlements by offering solutions to lot owners, and making sure the properties being acquired meet legal requirements before being transacted by the Group;

  • Ensures necessary due diligence works are done for properties to be acquired, particularly the conduct of survey works

  • Reviews land acquisition contracts and ensures contractual terms, both legal and commercial aspects, are complete

  • Negotiates and transacts land acquisition contracts, whether directly or indirectly, with the ability to deal with lot owners, brokers, and property owners regarding the condition of the lands being acquired;

  • Ensures the processing of applications and permits that require the lands acquired to be ready to the designated end-use of various project teams such as license to sell, and PEZA  requirements;

  • Ensures that land purchase transactions run smoothly

  • Oversee all aspects of land acquisition projects that may be assigned by his/her superiors

  • Interviews, hires, and trains new land acquisition recruits

  • Mentors fellow land acquisition managers; as required

  • He/she will be able to accommodate/coordinate/request for assistance from the Business Development team for any “greenfield” or “brownfield” acquisition areas or outside the current Sto. Tomas and Tanauan landbank.

  • Able to liaise or interact with various government offices including the BIR, Register of Deeds, and City Assessor of the LGUs

  • If acquired lands need to be titled, he/she will lead in undergoing the process of titling whether through judicial means or through other legally allowed processes.

Land Conversion
  • Leads the preparation of the needed documents in securing the Department of Agrarian Reform (DAR) conversion from agricultural to other uses, as required by various project teams

  • Leads in the preparation of needed documents to secure approvals for the reclassification and development permits from LGUs

  • Monitors progress of applications

PEZA and DHSUD applications and Presidential Proclamation
  • Leads in registering new applications or expansion areas for Special Economic Zone (SEZ) with PEZA

  • Leads and coordinates applications of various buildings of the Company to attain a PEZA Facilities Enterprise status

  • Leads in the application with the DHSUD leading to the issuance of a License to Sell, required by various project teams

  • Monitors the progress of these applications 

Regulatory Compliance
  • Ensures correctness of reports and compliance in all matters relating to the land acquisition and applications leading to the desired land use by various project teams
Administrative
  • Provides updates, status, and condition of the properties for land banking;

  • Does write up reports and presentations to Management regarding price negotiations about the worth and value of properties.

  • Ensures that land purchase transactions run smoothly

  • Working with a flexible organizational structure such as a matrix type and/or with the traditional hierarchical structure

  • Ensures that all records and documents under the custody of the department are secure and adequate controls are in place

  • Leads in the annual budget preparation 

What we're looking for:

  • Bachelor's Degree in Business Administration, Finance, Accounting or any other related field
  • Preferably with real estate buying experience

  • With at least five (5) years experience in a related field

  • Ability to review and prepare contracts

  • Ability to estimate budgets and cost analysis associated with acquiring land, whether individually or on a consolidated basis

  • Knowledge of PEZA/CREATE laws and tax compliance, particularly in real estate

  • Great negotiation skills to interact with various government agencies, handling brokers, lot owners, contractors, and peers across the organization
